19-year-old Johnathan J. Terrones from East Moline is charged with first-degree murder in relation to a fatal shooting of 23-year-old Mason Payne in Davenport's Skybridge area. The incident took place on August 24th, around 12:30 AM in a parking lot near the Skybridge.
