Canada restricts TFWP, capping low-wage worker numbers and reducing employment duration.

Canada is tightening its Temporary Foreign Worker Program (TFWP) by reducing the number of temporary foreign workers, especially in low-wage roles, to address fraud and misuse within the program. The government aims to encourage businesses to invest in Canadian youth and workers, as the labor market has evolved. The new measures, effective from September 26, involve setting a cap of 10% on employees from the low-wage stream of the TFWP and reducing the maximum duration of employment for temporary workers in the low-wage stream from two years to one. This follows Quebec's announcement of its own limits on low-wage temporary foreign workers and a six-month freeze on new temporary foreign workers for low-wage jobs in Montreal, starting in September.
