The blaze, caused by an electrical fault, began on the eighth floor and spread due to the building lacking sprinklers. The emergency services deployed an air mattress for two people to jump onto from the eighth floor, but it flipped upon impact, leading to their deaths. The hotel did not have sprinklers because it was built before they became legally required.
