Critics argue the measure, supported by the Arizona Restaurant Association, is misleading, as it would allow employers to pay tipped workers less than the current minimum wage, as long as their total income, including tips, equates to at least the minimum wage plus $2 per hour. The court ruled that the proposition's title does not imply or promise an increase to the minimum wage.
