2015-2020 UK foreign aid program funded projects in wealthier Chinese, Malaysian, and Mexican regions, diverting from the poorest areas.

The IEA report, titled "Robin Hood in Reverse," found that millions of pounds of foreign aid were used on projects in wealthier areas of China, Malaysia, and Mexico, while some parts of the UK are poorer. The report suggests applying international poverty metrics at a regional level and reevaluating aid priorities to better support the world's poorest. Critics argue that these projects, funded between 2015 and 2020 through the UK's ODA program, may have wasted money in wealthier regions.
