Asian Development Bank (ADB) report "Pakistan National Urban Assessment: Pivoting toward Sustainable Urbanization" calls for a new urbanization model due to Pakistan's rapid urban population growth, nearly double that of rural areas. With a population increase of 16.3% between 2017 and 2023, the urban population reached 93.8 million. ADB suggests that provincial governments need to bridge the gap between local government acts and implementation while focusing on forward-looking urban planning.
