The commission recommends budgetary measures such as a stipend for legal practice startups, scholarships for law students committed to public prosecution or defense, a regulatory "sandbox" program, funding for nonprofit law firms, and a statewide legal incubator for attorneys. Additionally, they propose changes to state code and court rules to encourage innovation, remote proceedings, and expanded attorney requirements in small claims cases.
