Clearwater police officer Scott Penna was fired after being arrested on charges of grand theft, scheme to defraud, and pension fraud. Penna allegedly claimed a disability pension for an arm injury, while using both hands to lift weights and showing no visible signs of pain or injury limitation in video surveillance. This is one of four cases involving Clearwater police officers arrested within the past year.
