China plans to trial service-oriented social assistance across the country, transforming its model to combine material and service support.

China plans to conduct trial operations of service-oriented social assistance across the country, aiming to transform its social assistance model from purely material-based to a combination of material and service support. The initiative, announced by the Ministry of Civil Affairs and Ministry of Finance, includes tasks such as establishing an assessment system for service-oriented social assistance demands, drafting service lists, coordinating service supply sources, and setting up funding mechanisms. This is part of China's plan to improve its tiered and classified social assistance system in line with the country's 14th Five-Year Plan Period (2021-2025).
