16-year-old Portsmouth cyclist seriously injured in crash with silver Honda Jazz on Portsdown Hill Road; incident occurred at junction of Portchester Lane and Skew Road. Both vehicles were headed westbound. Arrests of an 18-year-old from Gosport and a 17-year-old from Lee-on-the-Solent on suspicion of dangerous driving and drug driving. Police seek witnesses or dash cam footage. Cyclist in hospital; road closed during incident.
