Vermont regulators have approved double-digit health insurance rate hikes for 2025, affecting 70,000 residents. Blue Cross Blue Shield of Vermont will see an increase of almost 23% for small groups and around 20% for individuals, while MVP Insurance has proposed an 11% increase for small groups and a 14% increase for individuals. Despite the increases, federal subsidies will continue to be available, potentially leading to a decrease in net premiums for many individuals. GMCB Chair Owen Foster emphasized the need for systematic change in Vermont's healthcare system as rate increases reflect fundamental failures.
