48-year-old Kelowna woman Andrea Blanchard, former treasurer of South Rutland Elementary School's Parent Advisory Committee (PAC), pleaded guilty to theft over $5,000. She began stealing funds in 2016 to cover personal bills and took steps to conceal the theft, including falsifying statements and forging signatures. The total amount stolen was $9,764.51, which she repaid along with related fees in a civil settlement with the PAC. Blanchard's mental health has been negatively impacted since the incident became public.
