J. Michael Downey, long-time president of Rhode Island's largest public-sector employees union, Council 94 of AFSCME, died unexpectedly at 70. First elected in 2005 and re-elected multiple times, Downey served as president of Local 528, representing University of Rhode Island workers, for nearly 30 years. He was also a licensed master plumber and former plumber at the University. His union career included fighting for the wellbeing of Rhode Island workers.
