44-year-old Richard Hall was fatally struck by a semi-truck on Interstate 135 in Harvey County, Kansas. Hall was standing on the right shoulder near a parked Ford Fusion when he ran into the roadway, unable to avoid the semi-truck, which was unable to move to the left lane due to heavy traffic. The semi-truck driver, Mohamed Adan Abdulahi, was not injured.
