The International Boundary and Water Commission (IBWC) found that the Rio Grande water shortage in South Texas isn't solely due to Mexico's lack of water deliveries. Amistad International Reservoir received 33% less water than in the 1980s, and Falcon International Reservoir had 21.5% less. This highlights the need for the region to diversify its water supply, as 90% of it comes from the Rio Grande. IBWC is discussing a proposed amendment to the 1944 treaty with Mexican officials to address these issues and develop new water sources.
