14-year-old Carter Hermanson from Dubuque, Iowa, went missing on August 4. He was last seen wearing white shirt with a blue strip, blue and white sweatpants, and black Fubu shoes. The Cedar Rapids police are seeking public assistance, as Carter has a history of mental illness, and may be with a young woman.
