EU's Klaar states Armenian return to Karabakh is part of Yerevan-Baku normalization, with Azerbaijan's Foreign Ministry criticizing his statements as biased and interfering.

The EU's Special Representative for the South Caucasus, Toivo Klaar, has stated that the return of Armenians to Karabakh will be part of normalization between Yerevan and Baku, with Azerbaijan having obligations in this regard. The EU is ready to mediate again if requested, and peace-building efforts should include confidence-building and reconciliation between people. Azerbaijan's Foreign Ministry has criticized Klaar's statements, claiming they are biased and interfere in Azerbaijan's internal affairs. The Western Azerbaijan Community has also condemned Klaar's remarks, accusing him of ethnic and religious discrimination, and urged the EU to respect the principle of human rights equality and end discrimination against Azerbaijanis expelled from Armenia.
