New Zealand Police National Headquarters has been criticised by ACT party's Justice spokesperson, Todd Stephenson, for requiring officers to undergo training on identifying and responding to "hate speech." Stephenson is concerned about examples in training materials that do not meet criminal thresholds and reports of non-offensive incidents being recorded as "hate incidents." The subjective nature of hate speech laws raises concerns about freedom of expression, with the last successful prosecution under existing laws in the 1970s.
