30-year-old Zachary Hixson from South Huntingdon Township, Pennsylvania, has been charged with aggravated cruelty to animals and neglect after allegedly abusing a 10-year-old Shih Tzu named Snickers, causing paralysis. The dog's owner found video evidence of the abuse on Hixson's phone, which showed him violently shaking and dropping the dog. Hixson is currently in Westmoreland County Jail and due in court on August 7th.
