10 state institutions, including Ghana Airports Company Limited (GACL) and Electricity Company of Ghana (ECG), owe over GH¢1bn in unpaid taxes, according to Ghana Revenue Authority (GRA) officials. Some entities are viable and willing to pay, but others like Tema Oil Refinery (TOR) are less viable. GACL and Graphic Corporation are facing cash flow challenges and require a moratorium to repay.
