Oregon's drug decriminalization law's hotline, Measure 110, has received only 73 calls this year, costing $130,000/month, or $10,700/call. Under the 2020 law, the hotline was intended to provide treatment referrals for low-level drug possession, but the $2.7m contracted to Boston-based Health Resources in Action saw more general calls than Measure 110-related ones. The state has since altered the legislation in response to the hotline's underperformance.
