His body was discovered by the Philadelphia Police Marine Unit near Linden Avenue boat ramp on Thursday afternoon. Dogan's family had reported him missing after he didn't return from fishing at Pleasant Hill Park on Tuesday. The discovery of cords tied around both wrists prompted homicide detectives to take over the case.
