Metro Vancouver's new chair, Burnaby Mayor Mike Hurley, has recommended local developer William McCarthy to audit the overbudget North Shore Wastewater Treatment Plant, which nearly quadrupled its 2021 budget of $1.058 billion. Some Richmond councillors raised concerns about transparency. Hurley believes McCarthy, with whom he has known for several years, is uniquely qualified to investigate the issue.
