48-year-old Cleveland Mingo, wanted for outstanding warrants in Louisiana, was arrested in Perham, Minnesota on July 23rd by the Otter Tail County Sheriff's Office, with assistance from local police, the SWAT team, and the Minnesota Bureau of Criminal Apprehension.
