29-year-old Franklin Zeigler of Cape May, NJ, faces animal cruelty charges for decapitating a seagull at Morey's Piers, North Wildwood, on July 6. Initially arrested for disorderly conduct and resisting arrest, a Humane Law Enforcement investigation led to additional charges.
