25 years after Zimbabwe's land reform program aimed to transfer land from the white minority to black majority, production remains low despite $200m invested. Poor management leads to farmers selling inputs instead of farming, and many resettled individuals are speculators or political connections. Zimbabwe needs to revisit agriculture policy, define who is a farmer, and address lack of accountability in land distribution.
