Highland Council has been ranked the worst for public services in Scotland by a new Sunday Times analysis. The study assessed 32 local authorities using 11 indicators from five key areas: education, health, community, policing, and finance. Highland had the lowest scores for health and education, and was also weakest in literacy, with only 65% of primary pupils achieving the expected level in literacy.
