49-year-old Steven Ling, convicted murderer of Joanne Tulip in 1997, to face public parole hearing.
49-year-old Steven Ling, convicted for murdering Joanne Tulip in 1997, is set to face a public parole hearing. Ling, who admitted to the murder and a charge of rape left on file, will have his case heard at the prison where he is being held, with proceedings available to view via a live stream. In 2022, then-Justice Secretary Dominic Raab rejected a request to transfer Ling to a lower security prison, overruling a recommendation made by the Parole Board earlier that year.
