57-year-old Minh Ha Nguyen from Richmond, VA drowned at Surf City beach in North Carolina on July 15. Emergency services responded to a swimmer in distress near Beach Access #3 at around 11:30am, with bystanders already performing CPR on the victim. Despite advanced life support efforts, Nguyen did not survive; this marks the second drowning incident this month on Topsail Island.
