An independent review of Sydney's toll roads has recommended overhauling the system to create uniform tolls for all motorways, with tolls based on a declining per-kilometre rate for longer journeys. The review, led by Professor Allan Fels and Dr David Cousins, found that Sydney's tolls were unnecessarily high and would cost motorists an additional $195 billion over the next 35 years. Recommendations include the creation of a state-owned tolling entity to set pricing, with oversight, and implementing two-way harbour crossing charges to improve equity for other parts of the city.
