Former Navy detective Jonathan Christopher Laroche, ex-El Cajon police officer, pleaded guilty to using excessive force on a handcuffed man at Naval Base San Diego and lying about his previous employment. In November 2022, Laroche, who had resigned from the El Cajon Police Department due to excessive force incidents, admitted to using a carotid restraint on a detained man, causing him to lose consciousness. As part of his plea agreement, Laroche must resign from his position and is prohibited from seeking employment with law enforcement agencies.
