UK's Aberdeen City Council introduced a low emission zone (LEZ), resulting in nearly 2,000 fines for motorists in just 11 days. Conservative MSP Liam Kerr criticized the council, describing the fines as "astronomical" and suggesting the scheme is aimed at generating income for the cash-strapped council. The LEZ, which began in June, was one of three similar schemes introduced in Scottish cities this summer, designed to reduce pollution.
