31-year-old Tracy Chad Russell Jr. faces charges of attempted murder and arson in South Carolina, after allegedly setting fire to a home with two children and a woman inside on June 28. Russell used torch fuel canisters to ignite the blaze, knowing there were occupants inside. He fled the scene and was later arrested in Orangeburg County, awaiting a bond hearing in Lexington County Detention Center.
