Kerala High Court denies 40% physically challenged 22-year-old man the permission to take a driving license test. The petitioner, with a smaller right hand, argued he is capable of driving a modified vehicle and requested the court to direct the Joint Regional Transport Officer to assess him. However, the court asked for him to obtain a modified vehicle first before considering a license.
