A North Carolina judge ruled that the state's decision to switch from Blue Cross and Blue Shield of North Carolina to Aetna for managing its public employee benefits plan was lawful, dismissing lawsuits filed by Blue Cross NC. The judge found that the State Health Plan board acted within its authority in choosing Aetna as the new provider, expected to lower costs for the state. The new contract with Aetna is set to begin on January 1.
