West Virginia Governor Jim Justice challenges lawmakers to consider an additional 5% cut in personal income tax rates, on top of a likely smaller income tax cut trigger. The state has seen over $3.7bn in surplus tax collections since the governor's second year in office, and the Governor's Office claims that the state has returned $1bn to taxpayers through tax cuts during the past seven-and-a-half years.
