3,000-4,000 Rwandan soldiers have been accused of fighting alongside M23 rebels in eastern Democratic Republic of Congo (DRC), according to a UN expert report. The report, commissioned by the UN Security Council, claims that Rwanda has "de facto control" over the M23's operations, making the country "liable for the actions of M23". The North Kivu province has been affected by the M23 rebellion since the end of 2021, with the group seizing territory and establishing a parallel regime.
