Maryland's Board of Public Works, led by Governor Wes Moore, approved a $50.3m emergency contract with Skanska USA Civil Southeast Inc. to remove debris from the Francis Scott Key Bridge collapse in March. Skanska was chosen for its previous experience in demolishing the Nice/Middleton Bridge. However, some critics argue that Maryland had enough time to consider multiple contractors and criticized the no-bid contract for bypassing the state's fair and competitive procurement process.
