California now has mandatory water conservation in urban areas. State regulators adopted new measures, which are weaker than the previous proposal but still save enough water to supply the state's entire population for a year by 2050, at a cost of $4.7 billion. The new rules, mandated by a package of laws aiming to make "water conservation a California way of life", require 405 cities and other urban water suppliers serving about 95% of Californians to meet individualized water budgets that decline over time.
