Sri Lanka's Supreme Court declares Clauses 32(3) and 32(4) in the Public Financial Management Bill unconstitutional, following a challenge by Transparency International Sri Lanka. The court recommends amending these clauses to give the National Procurement Commission the authority to create guidelines for state-owned enterprises and provincial councils. The bill should only be passed with a special majority in Parliament and approved in a referendum.
