A "pavement heave" on the southbound Garden State Parkway in Toms River, New Jersey forced emergency repairs and caused a 20-mile traffic delay. The issue was reported at 3:10 p.m. on Tuesday and was attributed to trapped moisture under the asphalt being subjected to extreme temperatures. The damaged lane was repaired and reopened by 10 p.m., just in time for the July 4 holiday.
