40-year-old La Rochelle rare earth processing plant, once largest globally, is being revived by Solvay as Europe aims to increase production of the minerals vital for green energy transition. However, Europe faces significant challenges in reversing the migration of rare earth processing to China, which became dominant due to lower prices and government support. The EU's Critical Raw Materials Act targets that by 2030, it will mine 10% of its strategic minerals, process 40%, and meet 25% of demand from recycling.
