2 Hawaii residents fined $20,000 for unleashed dogs that mauled a critically endangered Hawaiian monk seal pup. The female seal is one of only 1,600 remaining in the species. A necroscopy showed the pup suffered dog bite wounds and hemorrhaging consistent with being shaken by a dog. The National Oceanic and Atmospheric Administration's Office of General Counsel issued the fine on June 11.
