Ontario has banned puppy mills with the Preventing Unethical Puppy Sales Act (PUPS Act), but critics argue the law may not effectively curb the problem. The new law imposes a minimum $10,000 penalty and $25,000 for dog deaths, with fines multiplied for each dog. It also prohibits inbreeding, breeding female dogs more than three times in two years, and breeding younger than a year old, as well as being a broker for puppy mills.
