2nd copper cable theft in June caused phone line disruption in Pinole, Hercules, and San Pablo, California. Officers found 3 suspects, arrested 2 (Arias-Ayala, Mena-Diaz) for felony vandalism and phone line damage, with Mena-Diaz also facing probation violation charges. 911 calls were rerouted to Contra Costa County Sheriff's Office. A third suspect is still at large.
