A historic settlement has been reached between the Greater Cincinnati Homeless Coalition and the City of Cincinnati, changing how homelessness is handled. The settlement, following a 2018 lawsuit, recognizes that imposing criminal penalties for sitting, sleeping, or laying on public property against homeless individuals without shelter access is prohibited by the Eighth Amendment. The new policy allows encampments if no shelter space is available.
