Waterloo Police Captain Rob Duncan, a 24-year veteran of the force, has been chosen as the next Waterloo Police Department Chief, pending city council approval. Duncan has expressed gratitude to Mayor Quentin Hart for the opportunity and will replace former Chief Joe Leibold, who retired after 34 years of service. The city council will discuss approval at its next meeting on July 1.
