Alabama's first Black mayor, Patrick Braxton, locked out of his office by white officials, will return to his role under a proposed settlement agreement. The settlement, filed on Friday, will be reviewed by U.S. District Judge Kristi K. DuBose to end the dispute over Newbern town government control. The agreement will allow Braxton to take office as the town's first Black mayor and seat a new city council.
