The Court of Appeal in Ireland has dismissed a claim by Dr. Johnny Ryan, a senior fellow at the Irish Council for Civil Liberties, that the Irish Data Protection Commission (DPC) did not fully investigate his complaint involving an alleged massive data breach by Google. Ryan filed a complaint in 2018 over Google's "Real Time Bidding" (RTB) system, which he claimed was used to target individuals for online advertising based on their personal data. The Court of Appeal upheld the High Court's decision that the DPC was entitled to conduct its own inquiry into the alleged data breach before resuming its investigation into Ryan's complaint. The DPC had initiated its own inquiry on its own volition in 2019, which is ongoing.
