During Putin's Hanoi visit, Russia proposed to help Vietnam develop nuclear power plants.

Russia offered to help Vietnam develop nuclear power plants during President Vladimir Putin's trip to Hanoi, according to Rosatom's head, Alexei Likhachev. Vietnam has no nuclear power plants and canceled plans in 2016 due to the Fukushima disaster and budget constraints. Rosatom provided various co-operation options, offering both high-power and low-power nuclear plants in land-based and floating versions.
